Davon Barbour
President & CEO, Downtown Development District for the City of New Orleans
In December 2021, Davon Barbour was appointed President & CEO of the Downtown Development District for the City of New Orleans. He is a passionate urban advocate, possessing more than twenty years of progressive leadership in inclusive economic and community development. His areas of expertise include, public/private partnerships, business attraction, retail revitalization, and community development. Davon currently serves on the Board of Trustees of ICSC. He has worked for private sector, public sector, and non-profit organizations revitalizing urban communities across the nation in cities such as Baltimore, Miami, Orlando, and Los Angeles. Additionally, he has authored works for IDA, ICSC and ULI.
Mary-Claire Burick
President, Rosslyn Business Improvement District (Arlington, VA)
Mary-Claire Burick is a strategic, regional leader who focuses on building engagement and leading change. As President of the Rosslyn Business Improvement District, she spearheads efforts that define, enhance and continually improve Rosslyn for those who work, live, visit and do business there. Her focus on placemaking, activation and engagement has helped to revitalize Rosslyn, resulting in a thriving mixed-use neighborhood. Mary-Claire serves on several boards, including the Arlington Chamber of Commerce, and Northern Virginia Chamber of Commerce, where she co-chairs the Regionalism committee. She was named as one of Washington Business Journal’s Women Who Mean Business and has a certificate in Organizational Consulting and Change Leadership from Georgetown University and a BA in Communications from the University of Delaware.
Tara Palacios
Director, BizLaunch, Arlington Economic Development (Arlington, VA)
Tara R. Palacios is the Director of BizLaunch, Arlington’s Small Business and Entrepreneurial Assistance Network in Arlington County, Virginia. Ms. Palacios initiated the BizLaunch program in 2002 to help entrepreneurs successfully grow and expand their businesses in the County. Since its inception the program has outreached to over 50,000 business owners through sponsored workshops, seminars, and one-on-one counseling sessions. Ms. Palacios has over 20 years of experience in Marketing and Business Development at a variety of firms: a health maintenance organization, an IT software developer, a financial institution, and a uranium enricher before joining Arlington County in 2001.
