The more layers, the more complicated it is to deliver efficient and effective public services to your stakeholders. With this challenge comes great opportunity to develop inter-governmental relationships, agreements to facilitate the delivery of services within your district, and the expansion of services through enhanced cooperation.

Joe Gudenrath
Originally from Nebraska, Gudenrath was named Director of the Omaha Downtown Improvement District in 2009 after working in local government. In 2014, Gudenrath relocated to El Paso, Texas to become the Director of the El Paso Downtown Management District (DMD) where he oversees a nearly $1 million budget and over a dozen full and part time staff.
In 2018, he was recognized as an Emerging Leader by the International Downtown Association.
Vincent Martinez, AICP
Senior Manager of Downtown Operations, Downtown Denver Partnership (Denver, CO)
The Downtown Denver Partnership’s Senior Manager of Downtown Operations, Vincent Martinez, has a background in urban place management that spans both Colorado and Texas. Vince led Urban Main Street programs in Houston’s Market Square and San Antonio’s Southtown. He also served on the boards of the Texas Downtown Association and San Antonio’s Downtown Tax Increment Reinvestment Zone. Moving to Denver in 2006, Vince has had the opportunity to work with a number of communities throughout Colorado and has been an active participant with the International Downtown Association’s Top Issues Councils and Summit planning committees. In his current role, he oversees a budget of just over $5 million dedicated to clean and safe services along Denver’s 16th Street Mall and throughout Downtown Denver. Vince is a member of the American Institute of Certified Planners, earned his Masters of Urban and Regional Planning from the University of Colorado Denver and has a BA in History from Texas State University.
John Wiebenson
Operations Director, Georgetown BID
John oversees the public space improvement, cleaning, and maintenance programs. This includes maintaining sidewalks, painting light poles, emptying trash cans, managing a public space recycling program and doing other work to enhance Georgetown’s public space as well as coordinating city agencies to help keep Georgetown clean and operating properly. In addition, John administers Georgetown’s flower basket and landscaping programs, as well as its public safety programs. Previously, he spent 15 years working at Martha’s Table in Washington, DC as the Operations Director overseeing the facilities, volunteer programs, food programs and fleet programs. John has a BA in Communications from Colorado State University. He lives in Silver Spring, MD with his wife and two children. John enjoys participating and watching sports, cooking, and spending time with his family.
