Overview: HUD’s Section 108 Loan Guarantee Program provides Community Development Block Grant (CDBG) recipients with the ability to leverage their annual grant allocation to access low-cost, flexible financing for economic development, housing, public facility and infrastructure projects. CDBG Recipients can expand access to capital, by relending these funds to organizations in their communities. Organizations can use these funds to support central business districts, retail/office manufacturing, small businesses financing, mixed-use properties and business retention as a few examples. Robin Keegan
Deputy Assistant Secretary for Economic Development, HUD
Robin Keegan is a sought-after policy thought leader and practitioner committed to transforming communities through proven strategies in resilience and economic equity. As the former Executive Director of the Louisiana Recovery Authority and Office of Community Development, and founder of Spring Industries, LLC, Robin is skilled in solving intractable problems through tactical knowledge of federal, state, and local policies and funding to create innovative and transformative strategies to rebuild and strengthen communities. Robin’s work is rooted in the fact that equitable and inclusive communities provide the strongest outcomes.
Robin has a history of designing successful strategies for multiple multi-billion-dollar responses to natural and human-caused disasters for communities for the states of Louisiana, New York, California and the United States Virgin Islands and other communities across the country. This includes more than $500 million in Community Development Block Grant Disaster Recovery funding in economic development programs that helped small main street businesses, fishers, and farmers rebuild and grow as well as plans to strengthen major industry sectors. Robin has overseen strategic economic planning efforts including lead planner and author of ProsperityNOLA, the first comprehensive economic development strategy for the City of New Orleans. Robin has designed innovative strategies to support small businesses throughout urban and rural communities. Most recently, Robin supported multiple counties across the country to increase economic security through the CARES Act Coronavirus Relief Fund.
Robin has actively trained the next generation of community real estate developers and disaster resilience experts through a dual position as Adjunct Lecturer in Tulane University’s Master of Sustainable Real Estate Program housed in the School of Architecture and Senior Fellow in the School of Social Work’s Disaster Resilience Leadership Academy.
Seema Thomas
Deputy Director, FMD, HUD
Seema Thomas is the Deputy Director for the Financial Management Division (FMD). She has worked on community development challenges for the past two decades. Her career has focused on developing and expanding innovative and inclusive initiatives to support communities from the neighborhood to the metropolitan scale, both domestically and internationally. Before joining FMD, she was an adjunct professor of urban sustainability at the University of the District of Columbia. In the past, she has consulted and worked for numerous organizations, such as the World Bank, DHS’s Science & Technology Directorate, Freddie Mac, the Urban Institute, and Oliver Wyman & Co. She holds a BSE in Engineering, a Master’s in Urban Planning, and a Master’s in Public Affairs.
Jorge Morales
Loan Origination Lead, FMD, HUD
Jorge Morales has been a Loan Origination Lead at the U.S. Department of Housing and Urban Development (HUD) Section 108 Loan Guarantee Assistance Program since 2014. Jorge is an experienced Community and Economic Development professional with over 22 years in the CPD, Housing, and Economic Development programs. His extensive background includes the directing of Housing and Economic Development Departments in both large and small cities. He was instrumental in the development of a multimillion-dollar convention center project which included $22 million of Section 108 funds and the establishment of a “municipal bank” using Community Development Block Grant funds. Jorge received his undergraduate degree from the University of Puerto Rico. Additionally, he holds master’s degrees in public administration and in business administration from Webster University, St Louis. He also holds an Economic Development Finance Professional Certification from the National Development Council. Jorge is a former U.S. Air Force officer and a Desert Shield/Storm veteran.
Sean Dennihy-Bailey
Community Development and Planning Specialist, FDM, HUD
Sean Dennihy-Bailey works tirelessly to support Community driven development across the country. As a Community Development and Planning Specialist, he brings several years of local economic development program administration experience to his work. He has worked closely with local community organizations, as well as local government agencies in both designing and implementing programs across New York City. Sean resolves to make our communities Places of opportunity for all as he is driven by principals of equity and accessibility. He is a dedicated public servant and veteran of Operation Enduring Freedom.
