Leadership is the ability to positively influence those over whom we have no authority. Successful urban place management begins with successful leadership that inspires trust, inclusivity and vision. The place manager inspires a culture of leadership and vision that permeates the organization. In addition, they assume a leadership role in creating a long-term strategic plan for a managed place while building an internal team focused on implementing and promoting the mission, values and objectives of that plan. The urban place manager must build meaningful relationships with various stakeholders including, but not limited to, board members, property owners, nonprofit partners, government officials, residents and business owners. Place managers are proactive, industrious and creative community leaders.
This session will present the first iteration of the IDA Vitality Index, powered by Stantec. The Index will be an interactive, online tool to benchmark the vitality of downtowns across the U.S. It includes select indicators of economy, inclusion and vibrancy to enable urban place managers to objectively quantify and benchmark their district’s strengths and weaknesses against peer cities. During the session, panelists will share the Index and discuss how districts can use this data.

Downtown Hays Pavilion
Through a partnership with the City of Hays, two academic institutions, and Commercial Builders; DHDC was able to design, fund, and build a beautiful structure for their community. The Downtown Hays Pavilion transformed a vacant lot into a place for people to enjoy downtown. Activating this unused space expands an existing park into a versatile public-use facility. The Pavilion serves as the center of downtown, bringing community groups, local businesses, and residents together.
The Lower Polk Tenant Landlord Clinic
The Lower Polk Tenant Landlord Clinic is an innovative homelessness prevention program serving the historic Lower Polk district of San Francisco, CA. The clinic’s primary mission is to help vulnerable residents save their homes by avoiding eviction. Known affectionately as “TLC,” the program brings together a coalition of experts in myriad disciplines to address the diverse needs of the target at-risk populations. In its first year of operation, TLC helped 87 people save their homes.Read More
Completion of the Boynton Harbor Marina Redevelopment Project
January 2017 marked the completion of the Marina Open Space Project, one of three redevelopment phases of the Marina Redevelopment Plan. The marina was purchased by the Boynton Beach CRA to maintain the “working waterfront” and ensure public access. The Tactical Public Realm Guidelines came from the Public Realm Plan for Go Boston 2030. The guidelines cover policy and opportunities for enhancing the streets. Commonwealth Canal Promenade
The Commonwealth Canal Promenade was a key revitalization component to Chandler’s long-term redevelopment plan. The project included clearing oleanders and palm roots, re-establishing the flow line and concrete lining, and constructing a canal promenade. Garment District Rezoning
The Garment District Alliance, which represents Midtown Manhattan, recently played a leading role in a plan that culminated in a New York City Council vote in December 2018 to remove a neighborhood zoning overlay, releasing millions of square feet of space from outdated, use-restricting regulations. Alley Gallery is a program created by the Louisville Downtown Partnership (LDP) to bring under-recognized spaces back to life, enlivening dingy single and double metal service doors with artwork created by metro-area artists. More than 300 potential public and private doors in the target area are candidates for the program. NIMBYs, Elites & Socialists, Oh My!: How Downtown Organizations are Navigating New Political Turbulence
In many cities and downtowns our newfound success is leading to high housing costs, spiraling labor rates and the rapid gentrification of neighborhoods. Without interventions to promote affordable housing, stabilize neighborhoods, workforce training, public education and other social equity measures, many cities are at risk of losing what makes them authentic, and arguably the DNA for their economic vitality. Downtown organizations have a role in this debate and can help shape local policies.
Neighborhood 360°: Planning for the Future of New York City Commercial Districts
In order to begin the deployment of what is now known as N360°, SBS developed a strategic public-private partnership with LISC NYC and Citi Community Development, aided by technical assistance from Larisa Ortiz Associates, to develop an assessment tool and analytical framework — a “Commercial District Needs Assessment” (CDNA) — that would help SBS to engage community partners in evaluating existing conditions and identifying needs of a commercial district.

Learn how one downtown designed their ambassador services to effectively deal with homelessness, and discover and effective model to communicate and work with multiple city departments and community benefit districts that was developed by one city’s Police Department.
Strategic Planning for Downtowns
Whether it’s preparing for P/BID formation or renewal, or to refresh a downtown management organization that needs to diversify its funding and approach, strategic planning is an essential tool to guide downtown managers and board members. This session will provide an overview on the benefits of strategic planning for downtown organizations, and then focus on two recent strategic planning efforts undertaken for the Old Pasadena Management District and the iconic Santa Monica Pier.

Parramore Comprehensive Neighborhood Plan
The Parramore Comprehensive Neighborhood Plan focuses on creating a healthy, sustainable, and vibrant community that prepares for the future while preserving, enhancing, and celebrating the culture and heritage of Parramore. The Plan contains the community’s vision for their neighborhoods based on a set of Healthy Community Design principles, and provides strategies with short, mid and long term action items.
Downtown Development Framework
The Downtown Development Framework (DDF) is both a vision for downtown Oklahoma City and an innovative set of guidelines The DDF provides specific direction for development, by defining land uses and density and guiding the design of the public and private realms. Application of these development guidelines will help perpetuate downtown as a dense, vibrant, and sustainable core of commerce and culture in Oklahoma City.
Envision Downtown: A Public/Private Partnership Advancing a Downtown Pittsburgh for All
While retaining its traditional role as the major jobs center for Western Pennsylvania, downtown Pittsburgh has grown in prominence as a cultural, dining, and entertainment destination and seen the rapid growth of its residential population. Despite this evolution, the physical infrastructure systems of downtown –roadway, parking, bus, and pedestrian– have not kept up with the increasing and changing demands placed on them.
A week-long celebration of Hamilton’s culinary scene, NOSH, took place during National Small Business Week from October 17 to 23, 2016. The response by the culinary community was overwhelming, chiefly because of the massive embrace by traditional media and those on social media. NOSH produced more events than anticipated, generated a massive amount of positive exposure for the city, and drove sales to participating businesses.
Inside Downtown Delray Beach Video Series
The Delray Beach Downtown Development Authority (DDA) launched their “Inside Downtown Delray Beach Video Series” to highlight the unique attributes and authenticity of downtown. The business owners, residents and visitors, also known as the “faces behind the spaces,” were given an opportunity to express what they love most about downtown. Conveying vibrancy, activity friendliness, and walkability in the marketing and PR messaging was crucial to sustaining and growing Downtown Delray Beach.
San Antonio 2017 Bond Process -Creating Places. Connecting Us.
Centro San Antonio convened a group of volunteers to look at a different approach to the traditional method the city used to identify and select bond projects. The mission of the group, the Catalytic Bond Committee, was to develop recommendations and then champion the compelling and catalytic projects with a potential to both transform downtown and materially impact the entire city.
Downtown Design Standards Management
In 2001, Downtown Fort Worth, Inc. (DFWI) championed the creation of the Downtown Urban Guidelines. In 2016-2017, these guidelines were updated and strengthened by DFWI and City of Fort Worth and codified as the Downtown Urban Design Standards and Guidelines. DFWI led the effort with City staff and members by drafting the guidelines, facilitating discussion and ushering the program through City Council approval.
Fanshawe College Downtown Campus
In 2007, negotiations began between the City of London, Ontario and Fanshawe College to offer a significant amount of financial incentive to purchase and retrofit heritage buildings in the core. Fanshawe College agreed to bring 1,000 students into the downtown and phase one resulted in a retrofitted building on Main Street. The college also purchased a second building, but lacked funding to complete the move. The BIA stepped in to fundraise on their behalf and meet the university halfway.
More Awesome Now Laneway Project
The people of downtown Vancouver wanted a connected series of activated alleyways that are welcoming spaces with hidden gems to discover galleries, restaurants, and art walls. Between April 2016 and September 2016, DVBIA worked with the city to obtain permits, developed partner agreements, did construction, and launched the laneway. The More Awesome Now Laneway project was referenced in city council’s approach to creating a new places and spaces strategy for downtown.
Rarely do you get a chance to completely change the way people view a city, but the Scioto Greenways project did just that, both literally and figuratively. The revitalized Downtown Riverfront project, which was led by the Columbus Downtown Development Corporation (CDDC), not only provided a new view of the city, it also created a renewed sense of civic pride and excitement about the possibilities of the riverfront.
Downtown Topeka Public Space
The Kansas Avenue Project is a collaborative effort to address infrastructure replacement and topside enhancements responsive to improving the quality of place and encourage reinvestment and business activity in downtown Topeka. Public and private partnership raised $3.8 millon toward the creation of pocket parks, pavilions, fountains, arches, medallions, statues and state symbols that add to the beauty and appeal of downtown Topeka.
The 360 Plan
In partnership with the City of Dallas, Downtown Dallas, Inc. (DDI) developed The 360 Plan, a five-year comprehensive and strategic plan for a clear, cohesive vision for downtown’s future. To achieve this vision, Downtown Dallas 360 set forth specific, implementable actions that support Downtown’s long-term vibrancy and success, including transit, streets, public spaces, urban design, housing, and parking.
Vision Cedar Rapids Downtown Framework Plan
In 2007, the Cedar Rapids Metro Economic Alliance commissioned the first Vision Cedar Rapids Downtown Framework Plan to mold a clear, unified vision for downtown, which directly informed the planning efforts in the immediate aftermath of the 2008 flood event. With the framework for flood recovery in place, the plan was updated in 2017 to launch to an even bigger and broader plan for the future.
LIT CITY Baltimore
In 2016, Downtown Partnership of Baltimore set its sights on Preston Gardens, a green space in Downtown Baltimore positioned between the upper and lower lanes of St. Paul Street, a major artery into the city. With many projects underway, including new color-changing LED lights in the tunnel, the Marketing & Communications team brainstormed events that would engage and excite residents. The team had the idea for a party in the gardens, and it became a massive success!
Reimagining Girls’ Night Out
Oh man, Girls’ Night Out? Hasn’t that been done (to death)? Hold on a second, though. Downtown Somerville’s Girls’ Night Out is worth a look exactly because the concept is…well, maybe a little moth-eaten. If you can give an event enough of a makeover to change minds about what Girls’ Night Out is supposed to be, sell out the event a week in advance, and give skeptical businesses one of their most profitable nights of the year (at least 65 conversions on average), that’s worth talking about.
Oswego, New York, DRI Strategic Investment Plan
The small city of Oswego parlayed a $10 million state grant into more than $50 million in new downtown investment. Even after years of decline, Oswego retains some important assets to build on: walkable scale, historic buildings, and a beautiful setting on the Oswego River. The city won state funding to create a plan that identified specific projects, explained how they would benefit downtown, and showed that they could attract other money.

The City of Cambridge is experiencing rapid changes in consumer purchasing habits; in particular the growth in on-line shopping that impacts traditional downtown districts. The Value of U.S. Downtowns: Informing a Downtown Vitality Index
The Value of U.S. Downtowns and Center Cities is a data-driven examination of downtowns’ role as engines of citywide vitality. This project is in its second iteration of a new, repeatable formula for calculating the value of downtown and makes the case that investing in downtown delivers powerful citywide and regional benefits. Urban centers are productive, exciting and full of potential- learn how IDA actually measures this.
Calculating the Value of U.S. Downtown and Center Cities
This year, IDA partnered with 13 downtown place management organizations to conduct the first-ever project to calculate the value of American downtowns, putting center cities into their unique economic and geographical context as compared to the city and the region, examining key metrics based on the principles of economy, inclusion, vibrancy, identity and resilience. The downtowns served as pilots to craft IDA’s new data standard that will be used year-over-year.
Good Governance: It may not be sexy, it’s the key to success
Governance is a constant work in progress, evolving and responding to changes in policy, regulation and the needs of volunteer Board/Commission members. NYC, Toronto and Chicago will share best practices of their BIDs/BIAs.
