Adjustments to Clean and Safe Programs Since COVID-19
The pandemic hit downtowns extremely hard in mid-March of this year. With shelter-in-place orders, businesses closures and as much as a 90% decrease in pedestrian traffic, downtowns had to adjust their programs.

Many districts have seen significant protest activity as many around the world speak up against inequality and for social change. 311 to Salesforce Integration Project
The DowntownDC BID worked with its contractor, Cube84, to integrate the BID’s instance of Salesforce-based database to the District of Columbia’s 311, non-emergency hotline. The BID works to monitor elements of public space such as sidewalks, streetlights, and street signs to help ensure they stay in a state of good repair. The BID reports defects in public space to 311 (referred to as cases) and works directly with the city agencies to ensure repairs are made in a timely manner.
Data-driven/Predictive Urban Management and Public Safety for a Safer City
This project focuses on how the power of technology can be harnessed to streamline and empower urban management practices for greater accuracy and better outcomes. Working in partnership with global security service provider Securitas SA, the VRCID invested in advanced technology to extend its surveillance. It is one of a handful of improvement districts in South Africa to build and manage its own centralised control centre through which all reporting is processed into a response database.
Ballard Alliance Clean Streets Program
The Ballard Alliance partnered with Millionair Club Charity (MCC) to provide twice weekly cleaning services and the annual fall leaf cleaning. The MCC is a nonprofit that employs homeless individuals and provides them with work, job training, and wrap-around services that help remove barriers so they can support themselves. The Alliance selected the MCC as its partner because they are qualified to do the work and because it has a direct positive impact on the homelessness crisis in Seattle.
Downtown Organic Waste Diversion Pilot Program
In 2017 the Downtown Kitchener BIA formed a Waste Task Force Committee. This Committee worked towards finding solutions for managing waste in our core. Through membership surveys and feedback, Clean Team 2 was launched; a successful program focused on moving garbage away from King Street and several side streets. Clean Team 2 is another beautification effort to improve the curbside appearance and embrace the funding invested in restaurant patios.
Transformation of 16th Street Mall
While considered the spine of downtown Denver, by 2016, the Mall’s image had become one of a place overrun by homeless and violent individuals. Comments on social media and media reports led to a general perception that the Mall was lost to crime and homelessness and not a place to visit. However, what most of the public did not realize was that the Downtown Denver Partnership had already been working with stakeholders to develop a Security Action Plan (SAP).
BID Responses for Emergency
BID’s play an important role as a liaison between the public and private sector. Downtown stakeholders rely on BID’s to ensure they receive accurate information regarding critical incidents that affect the people working and living downtown. The Power of International Partnership
Ahead of Mayflower 400, the downtown orgs in Baltimore, MD and Southampton, UK have “twinned” with each other after meeting at the World Towns Leadership Summit in Berlin. With a mirrored history of waterfront regeneration, the two organizations have identified common themes and shared, knowledge, ideas, staff, and artists. The Japan Area Management Network will review its new collaboration with Singapore and South Korea on common issues and opportunities resulting from the summit in Tokyo.
OverFlo: Hurricane Florence Preparation, Recovery and Resilience
Wilmington Downtown Incorporated (WDI) led a herculean effort to prepare for, and then recover from, Hurricane Florence. The process included working closely with Emergency Management personnel, property owners, and others. After executing six months of events in one month, OverFlo raised over $128,000 for six nonprofits providing food, shelter and other services for hurricane victims. |
The Lower Polk Pit Stop
One way that San Francisco is dealing with the feces issue is via the use of what are called “Pit Stops.” These are free public restrooms that are operated by a partnership between San Francisco and JCDecaux (“JCD”). The Lower Polk CBD was able to secure funding to monitor the JCD Pit Stop located in our District. This has decreased feces calls and improved quality of life for people in the district.
Bonayo Open 311 Project
Bonayo.org is a unique and time-saving web application that Lower Polk Community Benefit District developed in-house. Bonayo works by taking 311 call data directly from the city and routing it to LPCBD’s workers. Bonayo is currently free to use, and users can choose to get receive live notifications via text and/or email. Each text and/or email shows the location of the service call, the service call type, and a photo when available.
DVBIA’s Ambassador Dashboard
The Downtown Vancouver Business Improvement Association (DVBIA) created a bespoke electronic dashboard to monitor and inform the DVBIA’s Clean & Safe team’s operations using collected data. The metrics on the dashboard focused on safety-related actions and observations such as reported theft from autos, open drug use, graffiti, and illegal encampments. The dashboard positively impacted the Clean & Safe team’s operations and accountability while also boosting the team’s morale.
DTP Connects
Chronic street homelessness is a complex societal issue that many cities face world-wide. According to the 2017 Business Security Survey conducted by the Downtown Tucson Merchant and Retail Council, homelessness was ranked the number one safety concern among downtown business and property owners. Homelessness was also identified as the biggest barrier to Downtown Tucson’s success in both DTP’s online Board survey and at the 2017 DTP Board Retreat. DTP Connects is a homeless outreach program.

Tim Tompkins has been the President of the Times Square Alliance since 2002. The Alliance is a business improvement district that works to improve and promote Times Square – cultivating the creativity, energy and edge that have made the area an icon of entertainment, culture and urban life for over a century. Prior to coming to the Alliance, he was the Founder and Director of Partnerships for Parks, which works to support New York City’s neighborhood parks.

This “how-to” session explores strategies and tactics that have worked in cities like Reno, NV and San Francisco, CA. Learn how one downtown designed their ambassador services to effectively deal with homelessness, and discover and effective model to communicate and work with multiple city departments and community benefit districts that was developed by one city’s Police Department.
Busting Graffiti Downtown
As part of its clean and safe initiatives, Portland Downtown collaborates with the City of Portland to maintain a vibrant downtown indicative of an economically prosperous business center. While cleaning graffiti from private property is the responsibility of the property owner, a collaborative arrangement between the city, the BID, and a nonprofit service learning organization ensures prompt response to addressing graffiti vandalism.
Improving Safety, Security, and Emergency Preparedness
The Golden Triangle BID, adjacent to the White House and in the heart of Washington’s central business district, has a unique understanding of the post 9-11 paradigm and has responded by creating a safety, security, and emergency preparedness program that is rapidly becoming a national model. The foundational strategy of the Golden Triangle’s program is to engage regularly with building management and the community about security and preparedness.

The Waterfront BIA introduces its new Clean Streets Team, in partnership with Progress Place! Progress Place offers an inclusive, respectful and engaging community for people living with a mental illness. Combining a comprehensive network of services that includes employment, education, recreation and housing, they are committed to helping people stay out of hospitals, achieve their personal goals and contribute to the communities they live in. The team also does cleaning operations.

The Anchorage Downtown Partnership, Ltd. adopted a new approach to increase the vitality, security and image of downtown, while showcasing one of downtown’s most overlooked assets: Town Square Park, a green space in the heart of downtown Anchorage. Focusing on how positive activities can organically move a space away from issues of crime, homelessness and drugs, Anchorage Downtown Partnership, Ltd. facilitated a new summer program designed to bring new energy to the park through space activation.
Bicycle Roadside Assistance Program
The Hartford Business Improvement District’s (HBID) free on-site bicycle roadside assistance program is the first of its kind in the nation. HBID Ambassadors will fix a flat, inflate a tire, replace a tube, reattach a slipped chain or tighten up loose bolts, free of charge, anywhere in our District. This program, designed to support cyclists and foster an increase in bicycle commuting, received international attention with news stories running in outlets across the US and Canada.
