Public Space Management and Operations
Operations of a place requires the daily management of the physical space, whether publicly or privately owned, that encompasses cleaning, beautification, wayfinding, infrastructure maintenance, outreach, green space, and parking. Place managers address both the actual and perceived safety and security issues of a place by providing services, outreach and facilities. Place managers foster relationships with local and regional providers to share resources and information with the goal of cultivating safe and vibrant communities. Clean and safe teams have evolved within some districts to include engagement and intervention for those in need within our urban places.
Adjustments to Clean and Safe Programs Since COVID-19
The pandemic hit downtowns extremely hard in mid-March of this year. With shelter-in-place orders, businesses closures and as much as a 90% decrease in pedestrian traffic, downtowns had to adjust their programs.
Coordination and Communication Lessons Learned from Civil Unrest
Urban place management organizations around the would have faced many challenges during 2020. Many districts have seen significant protest activity as many around the world speak up against inequality and for social change. This session will discuss coordination and communication lessons learned from Minneapolis and Washington, DC. No one city has all the answers in how best to prepare and respond, so this session will also feature time to learn from each other.
Public Safety Alternatives
Public safety reforms can be a polarizing conversation, but it is not one we should avoid. Rather, we should face the challenge, embrace the conversation and look at alternatives to providing safety. When we do so, we will find a plethora of programs that address the problems our urban districts face. Please join us as we explore three unique programs addressing sobriety and diversion, mental health and reducing violence by using disease control and behavior methods.
19th Street Rain Gardens
The Golden Triangle BID installed 11 bioretention cells and 10 expanded tree boxes on the sidewalks of one of the neighborhood’s key streets. This project is the result of years of planning, partnerships, advocacy, & fundraising. At over $1 million in construction costs and 2 full blocks of new green infrastructure, this is the largest capital improvement managed by the BID thus far.
311 to Salesforce Integration Project
The DowntownDC BID worked with its contractor, Cube84, to integrate the BID’s instance of Salesforce-based database to the District of Columbia’s 311, non-emergency hotline. The BID works to monitor elements of public space such as sidewalks, streetlights, and street signs to help ensure they stay in a state of good repair. The BID reports defects in public space to 311 (referred to as cases) and works directly with the city agencies to ensure repairs are made in a timely manner.
Data-driven/Predictive Urban Management and Public Safety for a Safer City
This project focuses on how the power of technology can be harnessed to streamline and empower urban management practices for greater accuracy and better outcomes. Working in partnership with global security service provider Securitas SA, the VRCID invested in advanced technology to extend its surveillance. It is one of a handful of improvement districts in South Africa to build and manage its own centralised control centre through which all reporting is processed into a response database.
Downtown Activation and Public Art Initiative (DAPA)
The Downtown Activation and Public Art Initiative (DAPA) was created in 2012 to enliven Downtown Pittsburgh through a diverse and engaging use of public art, creative placemaking, and entrepreneurship. The initial goals of DAPA were to: Create thoughtful and innovative programming; Engage a diverse group of stakeholders; Develop event funding strategies; Include opportunities for local businesses to engage.
Downtown Day Services Center
The Downtown Day Services Center offers services to individuals experiencing homelessness. The Center, operated by DowntownDC, utilizes a housing-first model and is supported by District of Columbia Department of Human Services and services from Pathways to Housing DC and HIPS. The Center offers on-site support for individuals experiencing homelessness by providing a multitude of services within a single point of access.
Each winter, the various departments within DDP work in tandem to light up Downtown Detroit – hence Detroit Aglow! The BIZ illuminates Downtown with seasonal lighting that enhances the physical characteristics of the Downtown parks and streets. The BIZ focuses on pedestrian, cyclist and vehicular gateways to make dark winter traveling brighter and safer. The DDP Parks team creates a season of programming centered around the tree lighting ceremony and the popular ice-skating rink.
One-at-a-Time Homeless Outreach
In fall 2019, the Downtown Reno Partnership and its ambassadors changed their approach to homeless outreach. Our two Outreach Ambassadors focused on a few chronically homeless individuals full time instead of working with a lot of people for a little amount of time each day. The goal is to assist people as closely as possible while helping them navigate service providers. We do whatever it takes to keep individuals off the streets and out of the penal system.
